According to the Constitution of the Republic of Türkiye, all citizens have the right to education. Education is provided to all citizens. Yet, as stated in the Yeni Roman Strateji Belgesi (New Roma Strategy Document), Roma citizens face significant challenges in accessing and continuing their education. These challenges are often linked to socio-economic factors, discrimination, and cultural barriers, which hinder their ability to fully benefit from educational opportunities. The document highlights that low enrollment rates, high dropout rates, and limited access to quality education are persistent issues among Roma communities. As a result, many Roma children face difficulties in completing their education, which in turn affects their future employment opportunities and social inclusion.

Current Situation and Challenges

According to the Yeni Roman Strateji Belgesi (New Roma Strategy Document), while the Constitution of the Republic of Türkiye guarantees the right to education for all citizens, Roma children face significant challenges in accessing and participating in the education system. These challenges come from social, economic, and cultural barriers that make it hard for them to succeed in school and keep them trapped in poverty and social isolation.

One of the main challenges is economic hardship, which significantly impacts school attendance and continuity. Many Roma families experience financial difficulties, leading children to prioritize work over education to support their household income. Parental attitudes towards education also play a significant role in the low educational attainment among Roma children. The document emphasizes that many Roma parents, facing social and economic difficulties, lack confidence in the benefits of formal education. They often perceive education as a lengthy and uncertain investment, which discourages them from supporting their children’s schooling. This perspective contributes to the disconnection between Roma children and the education system.

Another challenge identified is the lack of interest in educational activities among some Roma children. The document notes that these children often fail to establish a strong bond with schools, leading to early school leaving and difficulties in maintaining regular attendance. This disconnect from education impacts not only their academic performance but also their ability to integrate into social and professional life in the future.

Increasing School Attendance and Preventing Early Dropouts

Raising Awareness Among Roma Families

Strengthening Social Bonds

To improve educational outcomes, the document emphasizes the importance of strengthening social bonds between Roma parents and students and their schools, teachers, and peers. It is stated that activities such as parent-teacher meetings, community events, and peer integration programs will be implemented to foster a supportive and inclusive educational environment.

Guiding Students to Vocational Education

Increasing Access to Preschool Education

Recognizing the importance of early childhood education, the strategy sets the goal of increasing access to preschool education and improving attendance rates among Roma children. This objective is aimed at enhancing school readiness and laying a strong educational foundation for their future learning experiences.
